The Centers for Medicare and Medicaid Services (CMS) has taken a significant step to support rural healthcare transformation. CMS has created the Office of Rural Health Transformation within the Center for Medicaid and CHIP Services (CMCS). This office will oversee the Rural Health Transformation Program (RHTP) and coordinate efforts with states and program partners.
The new office includes a Division of State Rural Engagement, which is responsible for day-to-day collaboration with states, rural providers, and technical partners. This division will guide planning, implementation, and compliance throughout the RHTP lifecycle.
What This Office Will Do
- Support states during RHTP planning, application, and implementation
- Provide policy guidance and operational technical assistance
- Conduct readiness and compliance reviews during implementation
- Monitor performance and outcomes tied to approved state initiatives
- Align state projects with federal requirements and program objectives
Why This Matters
- CMS is signaling a long-term commitment to rural healthcare transformation
- Participants can expect more structured guidance and clearer accountability
- States, vendors, and providers should prepare for program alignment requirements
- Proposals and partnerships must reflect CMS-approved strategies and milestones
What Stakeholders Should Expect
- Expect increased clarity around expectations and timelines.
- In addition, CMS will provide more consistent communication as RHTP scales.
- There will also be a stronger focus on outcomes, quality metrics, and network alignment.
- Early preparation will help organizations remain competitive when RHTP opportunity windows open.
