Resilient Colorado Grant: Strengthening Prevention, Treatment, and Recovery Across the State

Colorado’s Department of Law is offering up to $12 million through the Resilient Colorado Grant to expand prevention, treatment, and recovery initiatives statewide.

Investing in a Stronger, Healthier Colorado

The Colorado Department of Law has released the Resilient Colorado Grant, a statewide funding opportunity that supports local and regional efforts to prevent and respond to opioid use and its impacts. This program is funded through the State Share of Opioid Settlement Funds and is designed to advance prevention, treatment, recovery, and system-wide resilience.

The Department aims to distribute up to $12 million to support projects that strengthen communities and reduce the harms associated with substance use [1].

Target Priority Areas

Eligible projects must address one or more of six focus areas identified by the Department of Law:

  1. Promoting Youth Well-Being and Prevention by encouraging connection and healthy behaviors.
  2. Addressing Gaps in Substance Use Treatment for Youth through early intervention and access to care.
  3. Growing Colorado’s Rural and Underserved Behavioral Health Workforce to increase access to quality care.
  4. Building Recovery and Reentry Systems for Justice-Involved Individuals to support reintegration and sustained recovery.
  5. Supporting Families, Caregivers, and Children impacted by substance use through trauma-informed programs and supports.
  6. Empowering and Sustaining Colorado Peer Leadership by expanding peer recovery networks and training opportunities.

Projects that engage people with lived experience and serve high-need, rural, or historically underserved communities are encouraged to apply [1].

Funding Overview and Timeline

  • Total Available Funding: $12 million
  • Maximum Award: $750,000 per project
  • Grant Period: July 1, 2026 – June 30, 2029
  • Applications Due: December 18, 2025, by 11:59 p.m. MST
  • Anticipated Start Date: July 1, 2026
  • Applicant Webinar: November 12, 2025, from 12:00 to 2:00 p.m. MST [1]

Eligible applicants include counties, municipalities, state agencies, school districts, Federally Recognized Tribes, nonprofit organizations, for-profit entities, and regional opioid abatement councils. Collaborative applications are strongly encouraged.
